Job Description:

AMEA project is seeking a project officer for its office in Kabul, who is responsible for preparation and technical follow-up of contracts with consultants or consultancies, organization of workshops, study tours and trainings in Afghanistan  and abroad (technically and logistically), monitoring and evaluation (M&E) within area of responsibility, acts as interpreter in meetings and conferences or translates on occasion documents, presentations, etc. from Dari or Pashtu into English and vice versa, prepares press releases in coordination with GIZ MEC Unit, implements daily operational tasks and supports project administration, assist in establishing and maintaining contacts with partners, donors and other GIZ projects, maintains a good flow of communication and information between all involved institutions, counterparts and GIZ projects, oversee meeting preparation and reporting of meetings, such as preparation of agendas, taking necessary correspondence, taking minutes and preparing meeting reports, supports in general senior international staff, and performs other duties and responsibilities as required.

Management and coordination (70%)
The project officer

  • prepares and conducts project activities related to but not limited to Component 1 (Mining Curriculum development at Kabul Polytechnic University), Component 2 (Mining Curriculum development at Kabul University), Component 3 (Support to MoHE and University administration in regards to quality management), Component 4 (network development with academia, the private sector and administrative institutions in Afghanistan and abroad)
  •  coordinates with government institutions of MoMP, MoHE, private sector, NGOs, embassies as well as other GIZ Projects
  • assists international senior advisor and short term lecturers in carrying out activities of Component 1+2
  • assists international GIZ team leader and international junior Expert in carrying out activities of Component 3+4
  • assists the project with all organisational and management issues
  • prepares project operational plans and budget plans in collaboration with international advisors and assists with implementation monitoring and results monitoring (M&E)
  • coordinates with partner institutions preparation, implementation and documentation of training events, workshops, forums, and other project activities

 
Communication and networking (20%)
The project officer

  • develops and maintains contact with all important stakeholders in Afghanistan and abroad (especially Germany, China and Iran)
  • ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc., in close collaboration with responsible officers for all components
  •  prepares project progress reports quarterly
  • assists in the organization of public events and press releases in collaboration with GIZ MEC Unit and in accordance with GIZ-AFG rules and regulations

 
Other tasks (10%)
The project officer

  • is responsible for budgeting expenses for project activities (Comp 3+4) in accordance with the financial plan
  • coordinates the use of office and transport capacities in accordance with the agreement on the  use of facilities at the office location in Kabul
  • performs other duties and tasks at the request of management
  •  international travels may be required

Job Requirements:

Formal Education:

  •  University degree (MA), in fields e.g. Geology/Mining; Public Administration; Economics or other related fields; alternatively Bachelor Degree (BA) with extensive work experience in the development sector
  • Very good working knowledge of IT (related software, phone, fax, email, internet) and computer applications (e.g. MS Office package)
  • fluent in English and Dari (orally and written); knowledge of German is an asset
  • Proven computer skills (MS Office and financial packages)
  • Working knowledge of contemporary communication systems

Professional experience:

 Minimum of three to five 3-5 years of professional experience with international agencies, preferably academic institutions and related to the development of higher education systems

  • Experience in operational and financial planning
  • Experience in monitoring and evaluation
  • Experience in report writing
  • Work Experience with GIZ is an asset

Other experiences and skills

  • Finely tuned organizational skills and ability to work on one’s own initiatives at the conceptual and implementation level
  • Very good working knowledge of IT (related software, phone, fax, email, internet) and computer applications (e.g. MS Office package)
  • fluent in English and Dari (orally and written)
  • ability to work efficiently and independently under pressure and sometimes considerable time constraints
  • willingness to upskill as required by the tasks to be performed
  • Knowledge of GIZ rules and procedures is a comparative advantage
